Ex-Watergate Prosecutor Ben-Veniste on Starr's Report: Comment Washington, Sept. 13 (Bloomberg) -- Comment from former Watergate prosecutor Richard Ben-Veniste on U.S. President Bill Clinton and Congress in the aftermath of Independent Counsel Kenneth Starr's report:

``I believe that the report itself is a flagrant and arrogant misuse of the power and authority of the independent counsel,'' Ben-Veniste said on ``Meet the Press,'' an NBC television show. ``It was reported that Starr was going to follow the example of the Watergate prosecutor ... instead he set himself up not only as prosecutor and independent counsel, but as judge and jury.

``This report has gone so far beyond what he is authorized to do it has now merged Starr the prosecutor and Star the supermarket tabloid,'' Ben-Veniste said. ``We know the parameters of what's there, it wasn't necessary to leak the report. He has made clear his intention of what he wants, and that's the removal of the president. I think to drag this out for two years will serve only narrow political purposes and will be a disservice to the United States.''

If Congress' impeachment investigation continues, ``We will have the opportunity for foreign powers to take actions that will threaten the U.S.,'' Ben-Veniste said. ``Lives will be lost over the next two years because countries will take actions to test the nation's resolve.''
